From January 14 to 15, 2025, Sinochem Energy held its 2025 Annual Work Conference in Beijing. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference fully implemented the guidelines of the 20th CPC National Congress, the Second and Third Plenary Sessions of the 20th CPC Central Committee, and the Central Economic Work Conference. Aligning with the strategic plans and requirements outlined at the 2025 Annual Work Conference of Sinochem Group, the conference reviewed the work for 2024, analyzed the current situation, and outlined key tasks for 2025. It aimed to mobilize all management teams and employees to strengthen their confidence and determination, take unconventional measures and decisive actions, and take the initiative to achieve the goals and tasks, thereby making greater contributions to the company’s high-quality development.
Chen Chengmin, Vice President and Member of the Party Leadership Group of Sinochem Holdings, as well as Chairman, Party Secretary, and President of Sinochem Energy, delivered Sinochem Energy’s 2025 work report. Participants included the senior management of Sinochem Energy, heads of relevant functional departments and full-time external directors of Sinochem Holdings, heads of functional departments at the headquarters of Sinochem Energy, members of the leadership teams of secondary departments, as well as heads of affiliated enterprises. The conference was presided over by Han Bing, Deputy Party Secretary of Sinochem Energy.
Chen highlighted that in 2024, under the strong leadership of the Party Leadership Group of Sinochem Group, Sinochem Energy fully implemented the guidelines of the Third Plenary Session of the 20th CPC Central Committee, actively fulfilled the strategic plans and requirements of Sinochem Group and continuously explored the potential for quality and efficiency improvements. It spearheaded innovative and transformative development initiatives, reinforced its safety frameworks, and intensified comprehensive and rigorous Party governance. As a result, the company made steady progress in its pursuit of high-quality development.
Chen emphasized that 2025 is a crucial year for the implementation of the guidelines set forth by the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee. It marks not only the conclusion of the 14th Five-Year Plan but also a critical year for deepening and enhancing reforms on state-owned enterprises. Sinochem Energy should steadfastly uphold the overarching principle of seeking progress while maintaining stability and fostering stability through progress. It should meticulously evaluate the external environment for development, objectively recognize its strengths and weaknesses, and precisely identify reform and development tasks. It should strive to enhance economic benefits while addressing challenges and bolster innovation while mitigating risks. With unwavering determination, the company should adopt unconventional strategies to accomplish all operational tasks and strive to achieve new milestones in its journey toward high-quality development.
Chen mandated that all management teams and employees must prioritize decisive actions, pursue excellence, overcome obstacles, and assume the missions and responsibilities bestowed upon us in this new era. First and foremost, they should align their efforts with strategic imperatives and strengthen their political accountability. Secondly, they should actively support the group’s development and reinforce their commitment to the broader organizational goals. Thirdly, they should drive the company’s transformation and bolster their strategic responsibility. Lastly, they should mobilize the entire workforce to confront challenges head-on and enhance their collective sense of accountability.
To ensure the effective execution of the operational goals and tasks outlined for 2025, Chen urged the entire company to undertake the “Seven Major Initiatives” throughout the year:
1. Operational Excellence: Prioritize quality and efficiency enhancements by initiating an operational optimization campaign.
2. Sales and Efficiency Drive: Emphasize performance improvement through a robust sales expansion and efficiency-creation initiative.
3. Organizational Reform: Focus on streamlining and reinforcing the organizational structure by spearheading a reform breakthrough initiative.
4. Strategic Innovation: Prioritize strategic innovation by launching an industrial upgrading initiative.
5. Cost and Expenditure Management: Stress meticulous planning and fiscal discipline by rolling out a cost reduction and expenditure control initiative.
6. Safe Development: Emphasize safe development by undertaking a management foundation-strengthening initiative.
7. Party Building and Cohesion: Highlight the importance of support and assurance by launching a Party building cohesion initiative.
