On January 14, 2025, Sinochem Energy convened its 2025 Science and Technology Work Conference in Beijing. The meeting emphasized the need to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and fully implement General Secretary Xi Jinping’s important remarks on scientific and technological innovation to usher in a new phase of scientific and technological innovation at Sinochem Energy.

Chen Chengmin, Vice President and Member of the Party Leadership Group of Sinochem Holdings, as well as Chairman, Party Secretary, and President of Sinochem Energy, attended the conference and delivered a speech. The conference was presided over by Han Bing, Deputy Party Secretary of Sinochem Energy. Song Lichen, Vice President and member of the Party Committee of Sinochem Energy, conveyed the guidelines of Sinochem Holdings’ 2024 Science and Technology Conference. Zhao Wenming, Assistant President of Sinochem Energy, presented a work report on scientific and technological innovation, while the Sinochem Petrochemical Research Institute (hereinafter referred to as “SPRI”) delivered a special report on scientific research planning. During the session on sharing experiences in scientific and technological achievements, relevant leaders from Sinochem Quanzhou Petrochemical, Sinochem Oil Marketing, and SPRI shared successful cases and best practices in areas such as new product development and technical marketing, new energy business transformation, carbon emission reduction technological upgrades, and the industrialization of carbon black production technology using novel feedstock oils.

Chen delivered a speech entitled “Strengthening Confidence, Rising to Challenges, and Ushering in a New Phase of High-Standard Scientific and Technological Innovation at Sinochem Energy.” He pointed out that Sinochem Energy should fully implement General Secretary Xi Jinping’s important remarks on scientific and technological innovation, actively fulfill its mission and responsibility as a central state-owned enterprise in scientific and technological innovation, promote high-level self-reliance and strength in science and technology, and give full play to its role in scientific and technological innovation, in order to effectively drive the in-depth integration of scientific and technological innovation with industrial innovation.

Regarding the key tasks for scientific and technological innovation in 2025, Chen Chengmin put forward the following requirements:

1. Strengthen new product development. Focus on developing new products that can enhance the company’s profitability, conduct research on polyolefin modification, and benchmark against leading enterprises in the industry. Achieve product differentiation and specialization through R&D. 

2. Enhance “R&D-Production-Sales” synergies. Strengthen collaboration between SPRI and organizations such as Sinochem Quanzhou Petrochemical and Sinopec Chemical Commercial Holding Company Limited, leveraging their respective strengths to fully realize the synergies among R&D, production, and sales, thereby achieving both immediate benefits and long-term development of the enterprise. 

3. Increase investment in science and technology. Continue to increase investment in science and technology to cope with pressures brought about by changes in the market and industry environment. Additionally, fully leverage government support policies, plan in an all-around manner, and focus on key industrial areas for scientific and technological innovation. 

4. Accelerate the construction of pilot-scale testing bases. Establish a robust pilot-scale R&D platform to open up channels for the transformation of research outcomes and achieve rapid commercialization. 

5. Expedite talent recruitment and cultivation. Introduce and cultivate leading talents in key areas, nurture a talented workforce, foster talent advantages, and establish incentive mechanisms to unleash the scientific and technological innovation potential of researchers. 

6. Strengthen external cooperation. Leverage external resources such as universities and research institutes, collaborate with them in different R&D fields, and accelerate the application and transformation of research outcomes. 

7. Enhance the management of scientific research funds. Establish and improve systems, improve scientific and technological management, and utilize scientific research funds precisely and in compliance with regulations. 

8. Strengthen intellectual property protection. Refine the intellectual property protection system to safeguard the outcomes of scientific and technological R&D. 

Chen emphasized that scientific and technological innovation is crucial to the company’s overall and long-term development. It is imperative to transform the “key variable” of scientific and technological innovation into the “maximum increment” for the company’s high-quality development as soon as possible with a strong sense of mission and responsibility. Striving towards higher goals, Sinochem Energy will usher in a new phase of scientific and technological innovation. 

A total of 93 participants attended the conference on-site, including the senior management of Sinochem Energy, heads of relevant functional departments and full-time external directors of Sinochem Holdings, heads of functional departments at the headquarters of Sinochem Energy, members of the leadership teams of secondary departments, as well as heads of affiliated enterprises.
