On September 4, 2025, Sinochem Xingzhong Oil Staging successfully adjusted the attributes of a storage tank in a public bonded warehouse to a dual-function tank combining bonded warehouse and export supervision warehouse capabilities, leveraging the new “Three-Warehouse” attribute adjustment facilitation system introduced by Zhoushan Customs in Zhejiang Province. Following the adjustment, domestically produced fuel oil can now be stored in this tank and supplied to vessels upon completion of documentation procedures, significantly reducing tank rental and loss costs for customers.

This marks the first “Three-Warehouse” attribute adjustment facilitation business implemented in Zhoushan after the approval of the Construction Plan for the Commodity Resource Allocation Hub in the China (Zhejiang) Pilot Free Trade Zone. The system enables qualified warehousing enterprises to flexibly adjust tank attributes among bonded warehouses, export supervision warehouses, and domestic trade warehouses according to operational needs, while streamlining the approval process. This facilitates efficient allocation of warehousing resources and seamless integration with domestic and international markets by enterprises.
