After getting the approval of Quanzhou Municipal People’s Government, the notice of Quanzhou Municipal Emergency Management Bureau and the company’s unified planning and coordination arrangement, Sinochem Quanzhou Petrochemical launched the “Emergency Rescue Drill for Handling Hazardous Chemical Production Accidents in Quanzhou City” on March 26, 2019, in order to implement the spirit of the Central Party Committee, the State Council and the provincial, municipal and county people’s governments to strengthen the work arrangements for safety production, and follow the instructions of Sinochem Group and Sinochem Energy to carry out the special “safety sword” activity. The drill was organized by Sinochem Quanzhou Petrochemical, Quanzhou Municipal Emergency Management Bureau, Hui’an County People’s Government, and co-organized by Quanzhou Fire Rescue Detachment. Leaders and representatives of relevant departments of Sinochem Quanzhou Petrochemical, leaders of Quanzhou Municipal People’s Government, Hui’an County People’s Government and relevant departments, and the Head of Emergency Management Department inspected the entire implementation process of the drill.

The drill adopted real personnel, real equipment, real operation and real scenario, covering accident alarm, injury rescue, production process treatment, plugging leakage, fire control, medical first aid, traffic control, security action, environmental monitoring, etc. The background of the drill: A flange of the continuous reforming reactor of Sinochem Quanzhou Petrochemical was aging during operation, resulting in a large amount of oil and gas leakage, an external operator was poisoned and fumigated, the explosion of continuous reforming reactor led to the inflammation of No.8 diesel tank in Unit 3341.

The drill lasted 45 minutes and was a complete success. After the drill, the drill evaluation team made comments on the whole drill process. Mr. Zhang Qiang, Vice President of Sinochem Energy and General Manager of Sinochem Quanzhou Petrochemical, pointed out that the emergency drill is an important measure to strengthen the construction of emergency rescue team for safety production and improve the quality and ability of emergency personnel to deal with emergencies. He hoped that all participating departments and organizations could earnestly summarize and find out deficiencies, further strengthen basic emergency management, improve emergency rescue for accidents, and actively explore new modes and methods for emergency drills.
